select the shape, menu Insert -> Hyperlink
Use the Sub-address browse button to select the page you wish to go to.
The hyperlink cursor will be shown when you hover the mouse over the shape.

or if double-click is ok:
select the shape, menu Format -> Behavior
on the Double-Click tab select Go To Page and then select the page you wish to go to.
This doesn't change the mouse hover behaviour.

Or use both together..
