Is it possible to have a single shape with 2 different text blocks
without having to group 2 shapes together.

The problem with grouping is that the overall shape must be ungrouped
in order to edit the contained text.

A Visio shape can have one text block, one line style, one foreground
colour, one background colour and so on. To have two text blocks, you need
to group two shapes. In the group shape, give the shapes priority over the
group.

Choose Behaviour from the Format menu and under Group Behaviour, set the
Selection to Member First.
