You can leave the background information alone. Only foreground pages can be
reordered either by dragging the tab to a new position or right clicking a
tab and choosing Reorder from the menu. Background pages will remain being
the right most tabs.

Post by KJones9I did create a template background page and applied it as I finished each
page. So if I remove the background from all, I can reorder them? And then
should I reapply the background or is there a better way to keep the same
background graphics on each page?

page properties tab of page setup to see if your pages are really background
pages. Background pages don't have any order and therefore can't be
re-ordered.

pages," the dialog box only shows that one page, not all the others
saved
in
the project.

page project. When I try to click and drag, it does not allow the
pages
to
move anywhere other than where they were created. Could this have to
do
with
the backgrounds or the links in the pages?
