In previous versions of Visio, I could set zooming on a selected shape in a
drawing. Where do I set this function in Visio 2007? Or has it been removed?

I have no idea about "setting a function". That doesn't make any sense.

Just select the shape(s) and menu View -> Zoom
or use the Zoom In/Out buttons if they are on your toolbar (very worth adding them if
not).

consider tools => options => general => center selection on zoom
and tools=>options=>general=>zoom on roll with intellimouse

This allows me to select the shape and then zoom using the mouse roller,
