I'm a casual visio user. Visio 2007 automatically re-positions use case
'oval' elements when they are positions to close to each other. For
example, if I superimpose one use case element on top of another then Visio
automatically moves the top-most element so they are no longer superimposed.
Is there a way to disable this automatic layout feature?

Yes.
menu File -> Page Setup -> Layout and Routing
and deselect "Move other shapes away on drop".

Thanks for posting this question. This has been driving me nuts.

I am constantly amazed at features like this creeping into newer versions of
Office products. It is almost as if Apple has someone on the inside at MS
making sure each release of MS Office software becomes less usable than the
last.

MS Word heading/bullet formatting has been getting worse and worse for quite
some time, but now MS has turned its attention to making Excel charts and
Visio UML equally as frustrating.
