I'm doing a construction bid and I'm using Visio 2003. What I've done
is to capture a roof plan from a PDF file by using snag it. I cut and
pasted the image into Visio. Now I'd like to add some shapes to it.
However I can seem to do any annotations on the captured image. I
tried making it a layer, but I can't seem to merge it so I can add
stencils to the image.

Any suggestions would be appreciated.

It sounds like you may want to consider placing the PDF on a background page.
Use this as a background page for the first page in your drawing. Done
properly it acts as an overlay which you can use for construction drawings.
You will be able to place Visio objects on the foreground page and have not
effect on the background objects.
