problem updating visio documents

We have some visio documents that have not been updated for a year. We are
in the process of trying to update them. These are diagrams done by our
electricians. For some reason, we are unable to select a shape and get to
actions to close/open circuits. The Actions item is missing from the Shape
menu. I've tried looking into different types of protection of visio
documents but haven't found anything that works. I've also tried to add
Actions to my menu bar. It shows up but when I close the customize box, it
disappears. We can update other visio documents so it seems to be specific
to these ones. Any suggestions woud be appreciated.

Could be all sorts of things. Create a cut-down version of the file and post it on the
Visio Guy forum at http://www.visguy.com/vgforum/ where you will be able to attach the
file for us to see.
