When two connector lines intersect, one of them will have a break or won't
have a break depending on the behavior settings for those lines. How does
one make one line jump over the other line with a half circle (standard
pipeline nomenclature for cross-overs)? Also, is it possible to have regular
lines behave this was too, or only connector type lines?

The ability to control the 'lines' is limited to connectors. To change how
the route go to page setup, select layout and routing and adjust line jumps.

You can do so manually with regular lines by using a half circle jump
shape....locate it where you want it and then connect lines to it. Changes
may require manual adjustments but it does work well.
